Pls I want to go into the cartooning niche on Fiverr,buh I always see advanced cartoons there.Which software do y use cos I have tried Photoshop buh wasn't up to that...

No other software than Photoshop.

Use Illustrator. that is the best platform for cartoons and other vector graphics.

You also need to know how to draw

Photoshop is not for Cartoons. Use AdobeAfter Effects with Adobe Premiere and some third party plugins from Andrew Kramer to get any movie effect you would like. All professional graphic designers use that and Illustrator to create statistic objects that then they animate in After Effects.
