The basic idea is to pick popular pages, improve upon them, and then reach out to sites that linked to those lower-quality pages and get them to link to you.

Things changed a lot from past the on-page and off-page are no doubt effective, but how to do them plays an important role.
Like off-page if you do social bookmarking, then it is not the fact that same content posted to 100 social bookmarking, now off page is all about the content off-page concepts.
What people do, only create the single content for all techniques and post for all. It is Not Good, if you are doing 100 social bookmarking then go with 100 different descriptions.
