C/C++ is a deadly combination, they are almost the same apart from OOP features in C++

However if you are just interested in writing scripts that could do damage on websites, then I would suggest you learn Javascript or a javascript library such as Jquery or AngularJS. I am assuming you already know HTML

If I were to give you a very honest (but the one you probably you dont want to hear) is that hacking skills come with time and years of experience usually. Yes there is always that lucky teenager who may break into a famous website and make news but they are few and far between.

It depends on what you are hacking.
