Lets shed a little more light on the answers. Out of Ahrefs, Majestic and Moz: Ahrefs has the biggest backlink index, Majestic is next then Moz is a mile behind. So to find general backlinks of a competitor then use Ahrefs.
If a competitor is using PBN's they might be blocking the Ahrefs, Majestic and Moz crawlers from access the PBN domains. So you won't see them in these indexes.
You can try and use something like https://www.seoprofiler.com to find the PBN's of a competitor as not everyone is blocking it.
