From my experience, the best hosting service is SiteGround.
I know that my comment will sound like a commercial for SiteGround, but the truth is that I had a lot of experience with all kind of Host providers and plans such as Name Cheep, BlueHost, GoDaddy... you name it.
Wordpress hosting plan is really limited and not really cheeper. Very fast you will find yourself thinking to change the plan because it limits you only to the Wordpress settings.

You get an ssl certificate to secure the site with any site.
The best thing is that they don't have a cPanel, but using a built in dashboard to handle all you need for your site from your account.
For a beginner that doesn't understand (or want to understand) with settings, it is easy to understand, and there is a free 24/7 chat built in the site, they are great with explaining anything to a non technical users, and will be there with you until they solve your problem.
