look for offshore hosting... there a many. important is, dmca ignored and better hosted in countrys that just don't care
don't forget to save your self... VPN etc.

For direct hosting of warez data you should look over Russian provider. Other ways it will be deleted, Dutch law which apply in NL doesn't allow it
If you will be embeding/linking (aka forum) then you are good to go with any offshore provider.
Just make sure you read their ToS and most important their Privacy Policy. As not all "offshore hosting" care for their customers privacy.
