USA obviously ain't the highest, the highest ones are small and rare EU countries such as Luxemburg, CH, AT and some other. New Ziland traffic also makes great money.
But your CPA network should have offers for these countries and your ad network as well which is not likely to be.

It seems nobody has mentioned the Scandinavian countries so far. Nowadays more times than not, you can see very high payouts for NO, SE, DK, especially NO. There aren't as many offers as for the regular tier 1 countries such as US/CA/UK/AU, but when there's an offer, they pay good and oftentimes more than for those tier 1 countries i just mentioned.

So, even if let's say India has $0.02 app install payout, making money there might be easier when compared with US.

if this were 2008... US is a big money maker cause u get lots of traffic and decent earnings on that traffic but hop damn it aint the highest paying or yield.
