Where to direct PBN?

This is my first attempt at PBN so apologies if this question seems stupid.

I'm building a few sites with expired domains on a certain niche. Which of the two sounds more logical?

1. PBNs --> Big Site with Relevant Content + Directory (recommended client in XYZ City) --> Client Site

2. PBNs --> Client Site

With the first one, its safer for the end client. Also, I can create different pages and anchor links based on the different city that the client is based in. But I feel this would dilute the linkjuice.

What do you recommend?

you could do a little bit of both if you cant decide which way would be better. Best (and worse) of both worlds
