Where to buy Email List

I would like to know where to buy a third party email list. I have a email/zip submit that's converting like crazy. Since these users opted in to receive emails from third parties, I am not violating can spam act right? also what Is a bulk mailer that I could use to send emails to the list once I acquire it. I know I can't use mailchimp, what about aweber? Any advice or input would be greatly appreciated
