Just browse around for the type of theme you are looking for, if you are looking for review themes just type review in a search engine and browse the links for some themes you like.

Depends on what kind of themes you are looking for ? Just do a search on google and you will have more than 100 sites that offers themes man

Why not just use Themeforest? The quality is high, plus you'll be able to preload "credits" and use them on stockphotos etc too... If you want basic themes, try elegantthemes!

There are a lot of websites but depends on what CMS you want to work.
Just search the name of CMS and themes and see the results
Example: Joomla themes or Drupal Themes etc...

For website template, TemplateMonster has various kind of template. In addition, TemplateKingdom is also a good basic choice for templates.

Themeforest is a good choice for WordPress themes which are loaded with many features and functions.
I found RocketTheme is better in term of Joomla.

Alternatively, use Google to search for Premium WordPress Themes; you'll end up with many results.
