What you might wnat to do is outsource to the TOP performing and highly profitable cpa networks. The entry amount will be well above $10k to run a campaign through them, and coordinating alongside your assigned "affiliate manager (sales person). The affiliate manager some of these networks assigned me are terrible, but when it comes down to fixing my problems with the threat of not "renewing" my contracts with them then some of the minor stupid shit gets fixed. You get what you pay for, so don't expect the quality to be a 100% positive return on your investment. These leads can still be faked and get passed your filters, but also the leads could be secretly cold through hidden incentives they got for filling out your survey.
