When a customer opens a dispute and asks for a refund, how does Paypal decide whether to close the case in your or in the customer's favor ?

What about when the tracking number shows it was shipped on a later date than when the customer open the dispute ? (e.g : customer opens dispute today, the tracking number shows it was shipped tomorrow)

If are you able to provide proof of goods/services delivered as you advertised them, it should go in your favor.

Even if the goods were shipped after the customer opened the dispute ?

Paypal is a shitty service, you should never ever use paypal unless you are a customer. PAYPAL always refunds customers even when its in the seller favor. IF THE BUYER REFUND FAIL, they can always CHARGEBACK to make things worst so you are dealing with 2 refunds instead of 1. Paypal is just a stupid payment gateway. PERIOD.
If you want to protect yourself as a seller, make sure you keep all chat conversations, sales receipts and tracking numbers to support your case, but end of the day. fark paypal.

Couldn't agree more. I had to move over from ecom to affiliate because of PayPal issues.

What a bunch of mofos.

By the way how is the situation for affiliate ? How do you get paid and do you guys make bank through affiliate these days ?

You can often get paid straight to your bank account or other ways rather than PayPal. And PayPal is something you'd (most likely) need to use on your ecom site.

And yes, you can definitely bank with affiliate.

Rank for a keyword > Send traffic to affiliate offer > Make money.

I am using Paypal to even sell my digital goods without any bigger problems.
If you are running a clean shop you won't get f*cked.

But your question, OP, doesn't sound like you're running a clean shop.
What would you do if you saw that someone shipped goods only after the customer complained?
Who would YOU side with?

That rarely happens. I asked to make sure. I want to know how Paypal's system work. I agree with what you said otherwise.

You can surely win in this case.
If you ship the product after customer open a dispute there is no issue at all.
Just write an apology note with some valid reason for the delay (No matter even if its fake reason)

Once you provide the tracking details, Paypal will hold the money till the product is delivered and after delivery the case will be closed in your favour for sure

This is based on my own experience with exactly same situation

Pay pal has always been shitty with its service and they generally close the case in buyers' favor but if you present a strong case and provide all the proofs table could be turned.

Anyway, if you're selling digital goods, more or less you will lose the case. its like a 99.9% chance that you LOSE. If is physical goods then by all means.
