When choosing a backlink, should you focus more on relevance or DA?

Hi, it is important to look at the relevance. However DA also has its own importance too.
So, try to build relevant backlinks first. Means, try to build backlinks from the websites that relate to your genre/ niche.
Getting few backlinks from high domain authority websites will also not go in vain because these website hold somewhat reputation, so Google does not completely ignores them too. They still hold some value.
To summarize my answer -
1) Build relevant backlinks on priority.
2) If you get few backlinks from high DA general websites too, it will not harm. Instead it will help too.

Relevance but more importantly, existing performance on the SERP. The performance of the website on search is much more important than any of those.
Unless the site sending the link is a PBN.

In addition to what Mister F has stated regarding DA manipulation.
Traffic and niche topical relevancy should be prioritized. DA , PA , DR and other third party metrics could be manipulated , hard to do with a website receiving free flow of organic traffic.

Relevancy would be good , but DA Is the most ranking factor and the spam count over the backlink , hence get quality backlinks only with good da dr and with low spam score as possible !

Sometimes I wonder if the Google web spam team are sitting around laughing at all of us discussing DA, DR etc, when they've moved on and use many other factors, and the world hasn't caught up yet.
How would we know if that was the case? Scary to think of.
In practice, I agree, both relevancy, authority (backlinks) and position within SERPS are all important factors. Try to get links with all three if you can!

In my opinion, try focusing on both relevancy and DA. Also check whether the site has real traffic and less spam score.

Lets say someone has given you a sample domain (PBN).
1: see if the website is actually indexed, because no matter how good a link is, it wont ; make any sense as long as it wont get indexed.
2: check the content ,to see if you are willing to get a link from the domain that also sells link to sex shop. So, you need to see where he/she mainly sells the links.
3. check that PBN's backlink profile: anchor text (is the cialis kind of stuff? or a lot of EMA?).
4. check its referring domains, sort it from high da to low da, and see if those high da domains are actually quality sites.
5. make sure that the PBN's DR, DA, whatever you call, has not been inflated with GSA.
and there are other countless stuff that you can check if you decide go in deep, such as the topic similarity (is it niche PBN), website design (do you see 100 articles right away in the homepage, or are they categorized). Plus, since DR or DA can be manipulated, 5 DR domain that has links from 3 quality websites is much better than a PBN that is inflated by a lot of comment links.
Anyways, the best method is to summarize that everyone told you here, test and see it yourself.

Here are a few points from my perspective:
The relevance of backlinks is an important factor to consider. At the same time, I think the relevance of content here is more important than the exact match relevance of the domain to your niche.
An authoritative backlink without much relevance can still do great things for your rankings and traffic. Simply keep your content relevant.
The content should be relevant to your niche rather than focusing on the DA.
You can easily manipulate third-party metrics. So, determine the overall authority of a website, more than just the metrics provided by a tool.
Choose a site with good organic traffic and create quality content relevant to your niche. You can start from there. @Wilson-Lau
