    Thoughts?

It would be a shoddy attempt to build a Private Blog Network (PBN) without covering Whois info etc. But to actively report people?

    Not cool.

Google has an army of self proclaimed "SEO gurus" that are just a bunch of "tattle tails", what a total s**t storm.

He is a loser that should work on his own projects. On the other hand, if you don't use Whois Guard you deserve to be reported.

It looks like "White Hat" "Neg SEO" agencies will report competitors to move them out of the line for 1st spot. This tactic evolved for years from forum spam, through negative anchor spam to reporting spam we see today.

Nothing can be done against that - unless you plan to actually find bad links of this agency and report them...but this starts just sucky report war I am afraid...
Back in the days proper "friendly million links" spam would do the job drowning company and its assets down the unknown parts of Google, but today people lack balls to do it :D
