What's your favorite CPA Network?

Which CPA Network do you think is the most reliable and fair with payouts and conversions?

Had a network only pay half of what was earned, saying they'd send the rest on the next payout. Seemed reasonable since the total was close to 2000. So they sent half and then promptly dropped off the planet.
