What's wrong with this?

So I found a guy who is offering 3 Million uniques for $300. I had the brilliant idea to put a page of ads (and keywords and such things) and have him send it to that. I think I can hit $2.50 CPM easy. Plus I can do popups/unders. I think I can get about $25,000 off of this (with some other things such a giveaways, etc.).

He wants me to pay $150 before, $150 after. I would also need to get dedicated hosting.

In your guys opinion, is this a scam? I mean, it seems WAY too good to be true.

If any of you want to do the funding, we can split the revenue 50/50.

Money is tight right now so I can't quite throw $400 out the window.

if somethings too good to be true it probably is. Just tread lightly and ask for a sample first. with a small budget. if he declines somethings up.

Tell him you'll pay him as the traffic comes in. Per 50k/100k or something.
