Actually no, VPN providers have differents ways to work.

With VPN like HideMyAss, they have thousands and thousands differents IPs for something like 100 servers around the world. It means that you could be catch easily by using the services if someone requested logs. It also means that you can be the only one to use your exit IP.

Some other compagnies like vikingVPN work with sharing servers. It means, in this case, that it could be difficult to identify people.

With VPN or encrypted proxy your ISP cannot see what you get up to as all your traffic is encrypted, but it can see how much data (i.e. how many MB's and GB's) you use. I don't think it is possible to hide your data usage from your ISP, as it is the ISP that is transferring it.

The problem with all these providers is you can never be sure if they log the data or not. Yeah they won't tell you they log it, but what's to say they don't? Keep that in mind when you're going for privacy and anonymity.
