Scrapebox and domdetailer to do manual outreach. It's really hard to rank with automated tools now because it does more damage than good to your SEO

If they are really low competition just write good quality content and don't worry about back links. If you absolutely need back links I still suggest doing manual outreach.Thanks for your clear answer
