You don't need to use them unless you want to use some auto-related article adder which is using tags to add related articles to your posts. Otherwise, there is no benefit.

When you will create any post in WordPress, From right side post editor You can add tags.

It doesn't really matter, use them if you find them useful but take care of creating duplicate content because of irrelevant tags or making too many of them (unless you put noindex on tags pages).

nope... even blogspot automatically noindex labels. becase u will get a duplicate content issues
