Whether it's a website for services, a blog, a tool, or an e-commerce site, is it important to design it first or to create its structure first?

When you say "structure" do you mean the content plan, the site map, or something else?
 
Not sure what do you mean by structure, but design is one of the first things I would do when starting a new website

You should plan everything in advance including seo.
 
If you meaning that structure means planning about staring like keyword research, Content writing, or Content mapping then you should do it first. Because before making design you need to ready those thing.
 
STEP 1.... plan the site out (decide on which categories it will have, and which blog posts / products go into each category)
STEP 2... design the site according to your goals and preferences (choose the theme, colours, page layout, etc)
STEP 3.... create the structure (the URLs of the pages, posts, products, categories, etc) as you publish them
 
When building a website, it's essential to focus on creating its structure first.
