What program you use to build your website?

This totally depends on what type of website and what your level of skill is. I'm guessing you aren't a coder, otherwise you wouldn't be asking. I'm guessing you know some html.
Therefore, if you are wanting a website rich with available pre-written plugins or widgets, go with a cms such as Wordpress, Joomla or Drupal, in order of complexity. If you don't want that, and want some more flexibility, go with Dreamweaver templates. I agree that WP is perhaps the quickest way to get up and running.
To do quick editing, I use EditPlus (versus notepad whatever). It has ftp built in. I also use Flashfxp, which is interesting that checkmate does too because smartftp is much more common. I just didn't like the interface.

it kinda does look generic after dealing with wp for 3+ years when i see a wp site im like damn i know that template anywhere! whether its a woo,itheme or anything else i can always tell..
now maybe average joe scmoe cant and that is probably good enough

Depends on the complexity of the site: Drupal, Joomla, Wordpress, Notepad++, Dreamweaver, Photoshop. The last two have good open source alternatives that I use from time to time Nvu (Dreamweaver) and Gimp (Photoshop).
