You can find rotating ips generally those are the lowest quality due to abuse by other users.
For click farm i don't know if it's ads or just visiting websites. If visiting websites then rotating should be fine.

Registering views on YT is not just proxy thing because G have ML/AI to calculate a view and it depends on many factors like geo location,device,time,browser fingerprints etc.
