What is happening with Sites Maps on 2018?

I have a problem with the Sitemaps, whenever I upload a sitemap to my website, nothing happens. It's like Google does not give importance to my sitemap and builds it according to their criteria, which in some cases was quite wrong.

Do the same thing happen to some of you? Or do not usually have problems with the Sitemap?

How do you generate a sitemap?
