An Exec would have to take notice and nominate you based on your contrubutions.
There's no hard rule on how long someone needs to be a member or how much experience they have. However, trustworthy members who display an aptitude in one of the many facets of online marketing are much more likely to get nominated.

No, you need to be Jr.VIP and submit a sales thread for $30 then provide your largest package
to a staff member for verification.
Go to the marketplace and look at the sticky threads for more info.
