What does it mean by " incentivised Traffic"

Hey Guys,

I have just joined a CPA network and all ready to go with it. I have one confusion though.
In the description of an email submit offer for free laptops its written like this,

"All types of traffic accepted but incentivised".

WHAT DOES IT MEAN ?

Please help me here.

It means traffic which completed your offers because you offered them an incentive or a part of that money which you would make on completion of those offers..

So, does it mean: Visitors will be offered any incentive by us, or by the designated website? on which they land on?
Secondly which traffic type the CPA advertisers like : incentivised, or non-incentive?
 
Promising the visitor something to entice them to complete an offer in return for a commission.
