Does anybody know what it is called?

looking at this pages source code its main wrapper div has a class "goldfish" so maybe this? http://www.breamteam.com/services/cms/
it also loads a css file named goldfish__custom_theme.css but it loads it from this url: ttp://c.likes-media.com/s/c0e3d6095bb8348640ddfa42064d0920/goldfish__custom_theme.css
pretty strange haven't seen this before

I think what you are looking for is to be a likes(dot)com partner. All of that website is content from them and it appears you can create your own by becoming a partner. Hope that helps.

This sounds legit. They get css files also from c.likes-media.com/s/.... There's the connection
