I've been doing some SEO research lately and I keep finding these types of redirect links on Google 1st page for certain KWs. What are they and what do they mean?

it's spam and it shows up after google update, but it goes away after a while but I don't know if google fixes it or if they go away on their own

You find these sites usually after recent Google updates, wait for 1-2 weeks and they will be gone
