What are some really effective ways to promoting a mobile app [initial stage]

Hi,
I was wondering if there are some out of the box and innovative ways to promote mobile apps.
like is buying paid reviews(5 star ratings) a good thing, or do the app markets find out about it and penalize? (even if their from real people?)

good way to reach out to media? to get some traction?

dont bother with paid reviews. if you have decent budget, you can try buying installs instead so you can shove your way up in google play and at the same time gets people interested in your app/game to install it. if your budget is limited, actually the best way (imo) IS through offline marketing actually. if your app is about casual game, children game, try to promote it through your friends' children, through local schools, etc. it can help your app to go viral locally then you can scale up.
