Weird keyword cannibalisation and dupe content

I have an exchange site I'm working on, and I have the H1s, metadata up, and I have a situation where:

Keywords like 10.5 gbp to usd & 10.5 gbp to eur ranks one URL: https://site.com/gbp-usd-10.5

https://site.com/gbp-eur-10.5 is crawled but currently not indexed as I have many of these, and I've also been flagged for duplicate content.

My question is if I have metadata and canonical tags on all pages, why am I having these problems?

I've done more research on this and have realized I built a site that is more gear towards the programmatic SEO, however not built properly

Just need to figure out how to build the site with a database & connection to API with the correct sitemap submission.

Any ideas?


Your question is why are pages not getting indexed?
 
Pay close attention to what you cover on the same page.

It's probably a better idea to segregate pages based on the currency pairs covered per page.

If you try to cover too many topics on the same page, Google's contextual ranking system might assume that you are duplicating the same information on each page when in actuality, you're not.

That seems to be the case here.
