I have a website and I want to get a lot of traffic but the keyword I need to use for ads are very expensive. can I just not target these keywords and send broad irrelevant traffic to my website? I am not looking for conversions.

What is the best way to get cheap traffic without using expensive keywords?

if you are not looking for conversions, buy traffic, or find long tail keywords.

May be social signals with more follower account will help to drive more traffic if your niche attracts everyone. Best of luck mate.
