Why not design a landing page that captures the info, and try google and bing ads? Fb ads should convert too!!

Ofcourse they are. Most of the companies do it regularly. Btw, yeah.. you will need to choose the right keyword. Keywords like "web designing" etc have a very high competition, for valid reasons. Every keyword won't have buyer intent either.

Another way to get lead will be the yellow pages. Target small businesses that do not have a website, or have shit web sites. These are free leads but man, it converts crazily!!
