If you are using spun content for your web 2.0, how do you know if Google values your content or not?
My Web 2.0 is in Google Index. So is it a good sign?

If it's not been deindexed, then you're getting away with it, I'd guess.

Mere indexing by google doesn't mean that site has value. It's upto google's internal algorithm to decide the weightage of such content.

So, how should I know that? If the site has value?

Make some more efforts while making Web 2.0 like handwritten contents, add pages like privacy policy, about us, social media links, Regularly update your web2.0

No one can really tell how much weightage Google gives to which kind of links, but 1 thing is sure that web 2's with unique content and made like real sites will have greater effect on rankings than spun content. This is the reason that most autoblogs which relied on spun or duplicate content do not hold much importance as they used to.

Also it is not all value, sometimes you need links for anchor diversity. This is one of the most important things nowdays.
