Why do you need port 25?
Send spam? I don’t think that some kind of hosting will allow it.

Every hoster will ban hammer you if you spam.
For normal Mail Server go with Hetzner or Ionos. For Ionos you have to contact them after you bought the VPS. They will ask you what you want to do.

Say "I need it for my Company, we have our own Mailserver"
