If you are trying to fool them by using VPN it's not going to work. VPNs will have IPs from datacenters and they are easily differentiated from residential IP. And those IP can get blacklisted quite bad as many people do bad things with VPNs. VPS are a safer bet. they have datacenter IP too, but youre the only one using it. Also you can setup an openvpn server and acess it anytime you want
In my opinion, they mostly rely on the tracking data they've already stored on your device and from your device with fingerprinting like browser,OS,cookies,browser storage,and so on. I've not had problem accessing it from other countries. I always use the same browser for paypal login for that though.
