There could be following reasons causing this error..
1. One of the firewall/antivirus is blocking access; try disabling the firewall/antivirus and try again.
2. Is this URL blocked; less chance but try with other urls like google etc.

Is caused by firewall probably.
I never got that error. Have you tried to change the user agent of webbrowser?

Since is a https website you should try changing the time and the date to the current ones of your computer.
