Virtual credit cards in Europe

Does anyone know of banks where you can create a lot of virtual credit cards (20+)? Must be usable in Europe and non-prepaid (so I load money on the bank account or connect my existing account to the cards).
Just talked to someone who said there is a non-business bank where you can create unlimited vcc’s that have no 3ds. Since he’s a competitor, he of course didn’t mention the name.
Already known are: Revolut, Bunq and iCard.

Buy a card from your competitor. Check the BIN and you will find out the bank name.

That doesn’t work unfortunately, he said he would only sell the name of the bank for 10k+ EUR and I don’t wanna pay that

you don't need to buy the name of the bank - just get a card BIN he's providing.

No he’s not providing the card, because they’re his personal ones :/

How he is a competitor, if he only has just his own cards? Is like saying a bank has just one card and another bank has millions of cards. How one card can compete with millions? :confused:

Are your virtual cc’s connected to a bank account? Or are they all prepaid and need to be topped up individually?

he owns the cards, as in me “owning” revolut cc’s. So he has Revolut, iCard etc. + his “secret” bank that is able to create unlimited vcc’s.

I don’t understand what you mean with the example.

If you have money, give a call to Adyen.
 
Not sure if available in all european countries, but Pleo is a very good solution. Can create 20 "employees", load your account and create a vcc for each "employee" - also, replacing the vcc' with new once is free. Think cost is like 8$ pr month pr
