Yes, if paypal comes to know they will terminate your account...
First of all its illegal and if Paypal founds that you have used the Vcc to verify your account then it will block your account and if your account gets limitation then go ahead and create new one.

Signup:
Try to create account on paypal in the same country for which you are creating account for. Like if you are creating paypal account for China then your ip should be of china.
Proxy:
Do not ever use the proxy otherwise your account will get limited very soon. Instead buy private proxy.
Withdraw:
The main reason for your account to get limited is withdrawing large amount of money in short time. So me patience and withdraw money slowly slowly.
Changing Details in your account:
Do not change the details in your paypal account constantly.

Yes you are right buddy. Lots of people are doing it but it's not meant that it's legal

yeah unless the vcc is issued by your personal bank. than most likely depending on how you got the vcc its illlegal.
