Verified PayPal Account Required

Hi,
I'm from Pakistan where PayPal is officially banned. I have used a lot of ways to make PayPal accounts with VCC and mobile numbers from various android apps. I still know a lot of people who are using PayPal accounts without any hassle in my country. I want to know is there any authentic way or source that I can use to make Verified PayPal Accounts that won't get limited.
