Using facebook ads behaviour partner categories outside of the us

Hey guys

was anyone not living in the US able to make use of the Facebook ads behaviour audience targeting? In detail the purchasing behaviour? I only found a single online article outlining that a VPN would solve the issue. Did anyone tried?

No, the purchasing behaviour is not there in my ad account...
do you login with a US IP? Or did you set the ad account to be us domiciled?
