Using clips for other users tiktok videos

We know tiktok actively encourages users to use other peoples videos / content. U know to remix them, duet with them, repost them etc...

Ive read their terms of service which are here:

So if someone posts a tiktok video and they allow downloads, duets and stitches then according to the terms they agreed to, all other platform users can more or less do anything with that content. They can download it and edit it, make clips, use parts in their own content, then post such content to the public.

So right now I could go to any tiktok profile, download a video from their account (if they allow it), change the music, apply a filter and then post that video on my account, without needing to ask that user for permission or mentioning them, right?

But what if:
  1. They dont allow downloads (privacy settings) - can you still download their video and use it as above
  2. You screen record their video without downloading it
  3. You screen record their live stream and use that recording as above
  4. They contact you and tell you to remove that video, or threaten to report you for copyright infringement
  5. You download their video (as they allow it) and then post that edited video onto a different platform such as Youtube or Pinterest.
