Let say a user starts copy/paste the exact content from another web forum "threads" with exact title & content and publish it on that forum? Would it make the forum have a penalty by google?

A couple of them don´t hurt, but sure if you only post duplicate threads it might hurt more, it was a long time since I runned my forum but the thing is if you have real users that respond to those threads it is different from the original.
