Use Admob without publishing on Google Play Store

Hey guys, I have been making money on google play since the good old times in 2013, but it got harder each year. Now I am facing some problems.

Anyways, I got some audience and I want them to use my out of google play store APK. I created the apk, put admob, but still after 1 week, ads are not showing. I am aware that right after publishing on google play store, the ads start showing, but I don't intend to publish this app.
Is admob allowed on apps out of the store in 2019?
If yes, why ads are not showing? how to make them show?

In the years I lost many many google play accounts, but still have my Admob, which is my favorite ad network. on the same note, any ad networks you guy can suggest?

Advertise on BHW
There could be a number of things going on with your ads. Your location could affect how ads are served. There could be an issue with the integration of the SDK. There are many alternative platforms like Facebook Ads, Amazon Ads etc.
 
integration is alright, the same app (with different package name) was published before on the google play store, and ads were serving.

Anyways, what are your results with facebook ads/amazon ads?
For me AdMob has always been the best earnings.

with google adjusted policies, if your app ain't in playstore, ads won't show on it
 
Also in facebook ads, you need to mention play store URL, after ad will be shown.

Please correct me if i am wrong.
 
run your apk on smartphone device. Connect your smarthphone with enabled USB Debugging to your pc and connect ADB to your smartphone in terminal of Android Studio. You will see all the logs including Google Ads erros/warning.

Can you be able to self click with that,
 
no bro, google seems want integrate admob on playstore, cause nowaday u need to add app id on manifest for every time you make apk..
 
Currently, it's very hard to even install out of playstore apps because of PlayProtect bullshit. This is what I was afraid of. Google have a monopoly over 100% android devices. If your app isn't on playstore, forget about ads, installs, PPI ect.
