What do you think is the best url shortner for Insta and Fb? Bitly and others are partially blocked.Thanks for answer

Use freenome, it's the best way.

you can create your own url shortner too. $10 for the year basically, lol

I tried bit.ly shortner on facebook ads and facebook just closed my ads account completely. I would advice to have your own domain, definitely where you can because it will save you so much avoidable headache, I hope this helps
