I have 2 questions:
1) i'm using several web20 and blog network links as tier 1 to my money site - if i was to point all these links to an url shortener and the point the short url to my money site, would i get the same effect as if i was pointing the PBN and web20 links directly to my money site?
2) if i'm pointing all the web20 and pbn links to another web20 page and on that page i have a link to my money site, would i get the same effect as if i was pointing the PBN and web20 links directly to my money site?

I'm trying to see what's the best buffer i can use between my tier 1 and money site.

Thanks!

1) 301 redirects 80-90% link juice (argueable), so no

2) no you wouldn't. but this method is safer because 301 pass penalties, buffer sites do not

80-90 % should be ok from a 301 redirect. with method 2, how much of the link juice would be passed?

It depends the number of links you have on this web20 page. If you have only one link, the juice is maximum. But I would say it has not the same effect than a direct 301 (with this second method, you will mainly rank on the anchor of the link)
