URL Blacklisted?

I was running a website on google blogger with a paid domain name and google have banned and removed my site for violation of terms and conditions.

my concern is all the seo work i had done to the website which was sitting on page 3 before being destroyed.

I have removed all of the google blogger dns settings from my paid domain control and also removed my old sitemap from google webmaster tools but i am worried my url will now be blacklisted.

Will all the backlinks be connected to the paid domain name or the google blogger website and can i just build another website with that domain and carry on ranking.

i feel like i have lost a sh*t load of cash

You can add a page with that domain,but think how one domain have 2 sites.
