What is rel=”noopener” in WordPress?

Just sub-domain links.
By the way, on readthedocs you can create NOT a sub-domain link ;)

Yeah I know that. It's like creating a regular web2.0 blog. But you used this type of links to diversify your link profile. Not to get the same authority as the main domain.
