transferring assets from one BM to another

I have a BM with over 500 ad accounts. I have 2 admin accounts on this account. I also have 2 admin accounts on the other BM. When I try to transfer the ad accounts to the other BM, I get an error like "ASSETS NOT ASSIGNED". I contacted Meta support but they couldn't find a solution. How can I solve this problem?
 
I’ve faced similar issues before when trying to transfer assets between BMs. In some cases, the problem was due to permissions not being properly synced or account limits being reached. Make sure both BMs have full admin rights and try again after clearing any pending requests. Sometimes it helps to remove and re-add the asset.

I have the highest authority in both BMs but it still doesn't work, maybe it's a temporary error as you said, I'll try again later.

I first reported this to Meta support in writing, then they called me and asked for a screenshot of the error, I forwarded this, they said to first remove an ad account from that business and then try transferring it, when I removed the ad account from the business, the ad account disappeared :D In other words, it caused more harm than good. They said they would report this to the technical team and haven't heard back yet. Facebook has many bugs and security vulnerabilities. However, things are moving very slowly on this issue, they are busy with other things.

Remove all assets and payment methods, make sure the BM owns the ad account, pause campaigns/clear balance, then transfer in small batches.

“ASSETS NOT ASSIGNED” usually means the ad accounts are owned by the first BM, not just added.
Fix:
In source BM → Business Settings → Accounts → Ad Accounts → check Owner
If owned by source BM: Request ownership transfer or remove & re-add to target BM as partner, then assign again
Make sure both BMs have full admin + verified status

This is an ownership-layer issue, not a support-side bug.

BM A (the old BM) assigns the Fanpage to BM B. After BM B gains administrative rights, BM A can be removed.
 
This usually happens when the ad accounts still have active ownership, limits, or missing permissions
