Transfer domain to other registra

Can I Transfer .com domain from GoDaddy to cloudflare registrar if the domain expired a week ago?
I have watched a tutorial that I have to change the GoDaddy nameservers to cloudflare ones. Is this a must? GoDaddy has disabled changing the nameservers. My domain is currently offline for few hours now. Renewing it at GoDaddy is 22$ but cloudflare charges 9$.

No.
Domain should be week or two before expiration.
You pay transfer fee and it will renew for 1 year on a new registrar.

Okay, Understood! But There is no option for transfer fees in GoDaddy. How do I go about it?
So to make this happen I have to pay GoDaddy Transfer fee and then Cloudflare $9? Am I right?

You should pay transfer fee (this includes 1 year renewal) to the registrar you are transferring domain in.

Then I guess cloud flare is $25 which is expensive than renewing.
