Are trackbacks a good way to improve ranking for a site?

Are there any free trackback submitters?

Is this correct? I've seen Trackback Submitting software that claims auto trackbacks are a brilliant way to get a great ranking fast?

There is some software promoted on this site too - I bought a copy today of Scrapebox and I'm waiting for the license to be validated. Doesn't this do the same thing?
