I can suggest to use RankerX. Build more tiers to your web2.0s from premium site listed on RankerX then you can order GSA spam links from some marketplace.
 
My suggestion is GSA SER. But don't use directly on money sites, it may affect your site. Try to use it as Tier 2 links.

I've had some luck with rank cipher. It was pretty cheap when I got it, not sure about now.
 
RankerX, Xrumer, GSA - YES!, here you can create a bulk backlinks to your websites and I recommend this for Tier2 or Tier3 backlinks only.

But If you are really serious about rankings, make Backlinks from High Authority and Niche relevant back bone links to your site and automated building links won't get indexed so make sure that importance of backlinks. I hope you know all these applications are essentially useless now if you're trying to generate backlinks to your own domain. In the end it will hurt your ranks.

There are several threads on this site that says RankerX is not a useful tool anymore due to an extremely low success rate. Why do you recommend it?

RankerX is a very powerful SEO automation tool for Web 2.0 and Webprofile, high success rate. I just run premium sites for Social Networks, Web 2.0 Profile and Bookmarking. Here are the results of a RX campaign in their latest version:

no there is no tool for generate back links with any tools. its going to spamming . we need to work manually for good n high DA back links.
